Rebecca Regan joined Capital Link in 2022 as Chief Executive Officer. She also serves as Chief Executive Officer of Community Health Center Capital Fund, Capital Link’s Community Development Financial Institution (CDFI) lending affiliate. Ms. Regan has 25 years of experience working in community development to drive social sector change, with a background in management, strategy, leadership, finance, and capital raising.
Her previous work experience includes nearly 10 years as Executive Vice President of the Housing Partnership Network in Boston, as well as serving as Chief Operating Officer and Chief Financial Officer at BlueHub Capital (formerly Boston Community Loan Fund) in Boston. As President of the Loan Fund at BlueHub Capital, she was responsible for setting strategy, hiring and managing a team of lenders, and raising capital for lending. Over her expansive career focused on community development, she has raised over $400M in debt, equity, and grants for non-profit housing developers, CDFIs, and social enterprises. As an executive leader, she helped drive the creation of a $35M fundraised to purchase defaulted mortgages in low-income areas and work with homeowners to renegotiate their mortgage terms to allow them to stay in their homes at affordable monthly payments.
Ms. Regan holds a BS from the Boston University School of Management and an MBA from Babson College. She is located in Capital Link’s Boston office.

Michi Bruns joined Capital Link in 2023 as Chief Administrative Officer. She is a mission-driven executive with over 30 years of experience in operations, healthcare management, small business lending, business development, strategy, and fund development.
Before joining Capital Link, Ms. Bruns served four years as Regional Vice President at LiftFund, a Community Development Financial Institution, focused on providing business resources and capital to small businesses. Her responsibilities included overseeing lending production, budget and financial compliance, private and public fund development, and development and implementation of entrepreneurial programs, designed to close the gender and racial wealth gap across 14 states.
Ms. Bruns has devoted over twenty-five years of her professional career to building ecosystems that foster equitable access to quality healthcare. In senior leadership and executive roles, she has led teams of administrative and management support staff, physicians in 7 specialties, and advanced practitioners, across the full healthcare continuum.
Ms. Bruns has provided strategic direction, forecasting, brand strategies, service line development, and expansions, for hospital systems, MCOs, ACOs, nursing homes, assisted living communities, home health, and hospice agencies. She has been nationally recognized for her outcomes-based care delivery system models and workflow integration.
Ms. Bruns is the Founder and former CEO of Encompass Healthcare Management, LLC, a healthcare resource organization. She serves on numerous boards and maintains strategic partnerships with national and international organizations that focus on economic development, small business development, equity, equitable healthcare access, sustainability and resilience, and disaster recovery.
Beth Edwards joined Capital Link staff as Health Center Operations and Facilities Planner in June 2022, was promoted to Director, Project Consultants in April of 2023 then to Chief Consulting Officer in January 2024. Ms. Edwards brings more than 30 years of healthcare experience to her role at Capital Link, where she is responsible for providing technical assistance to community health centers, primary care associations (PCAs), and other related organizations, as well as assisting health centers to improve operational performance and optimize patient flow concerning capital projects.
Before joining Capital Link, she worked in several FQHCs as a Director of Operations responsible for strategic planning, clinical outcomes, HRSA site visits, Board Governance, and productivity. She has worked in various medical settings including hospital, outpatient, and ambulatory care.
She received her undergraduate degree from the University of Mobile, her Master of Science in Nursing from Spring Hill College, post-master certification from the University of South Alabama, and is currently a licensed registered nurse with certifications as a Clinical Nurse Leader and Pediatric Nurse Practitioner. She also has an Evidence-Based Design Accreditation and Certification (EDAC) from The Center for Health Design. She is located in Irvington, Alabama.

Kristin Allen joined Capital Link in July 2023 as the Program Coordinator for the Project Consulting Team.
Mrs. Allen has eighteen years of experience working in various outpatient healthcare settings, including federally qualified health centers (FQHCs), community mental health centers (CMHCs), and a corporate wellness and rehabilitation organization. She has recent experience in practice management, revenue cycle, primary care–mental/behavioral health integration, inpatient residential, various state and federal reporting requirements, and HUD housing regulations.
Kristin has a Bachelor of Science in Kinesiology & Exercise Science from Anderson University. She is located in Capital Link’s Alabama office.

Jerusalem Getnet joined Capital Link in November 2021. She is responsible for providing technical assistance and advisory services to health center clients and their stakeholders.
Ms. Getnet has a clinical background working as a Newborn Hearing Screener at Sky Ridge Medical Center in Colorado, as well as internship experiences with various organizations such as AccessBridge and NurtureUp.
Ms. Getnet earned a master's in Healthcare Administration with an emphasis on Population Health from Colorado State University Global, and a bachelor’s degree in Speech, Language, & Hearing Science with a minor in Leadership Studies from the University of Colorado Boulder. She also has a certificate in Diversity, Equity, & Inclusion in the Workplace and Inclusive and Ethical Leadership from the University of South Florida Muma College of Business. She is located in Capital Link's Colorado office.
Ann Marie Grimberg joined Capital Link in November 2024 as a Project Consultant for Health Operations and Facilities Planning. In this role she focuses on providing support to health centers on facility and strategic planning and the integration of primary care with behavioral health care and other social supports.
She brings almost 20 years of experience in the social service arena with most of her career working for a Federally Qualified Health Center and Community Mental Health Center in Chicago which also provides permanent supportive housing and other social services to its patients. She most recently served as the Chief Operating Officer for the organization.
Ms. Grimberg earned her Bachelor’s of Science in Special Education from Syracuse University and a Master’s in Education from Loyola University Chicago. She is based out of Cleveland, Ohio.
Dave Kleiber, MBA |
Dave Kleiber joined Capital Link as a Project Consultant in May 2004. He specializes in assisting health centers in structuring complex financings utilizing the New Markets Tax Credit program. He also has expertise in the behavioral health field, having served for over 10 years on the board of a community behavioral health center in Washington state, serving as a member of the Finance Committee, Treasurer, and then Chair.
Prior to joining Capital Link, Mr. Kleiber held various positions at Cascadia Revolving Fund, a Community Development Financial Institution based in the Pacific Northwest. Beginning in 1996, he was a Portfolio Manager, Senior Lender, and then Associate Director before designing and implementing Cascadia's Rural Development Investment Fund (RDIF).
Mr. Kleiber also worked in the wood products industry and as an Assistant Vice President at Rainier National Bank, Seattle, in their Corporate Banking Group. From there, he spent three years in Nepal serving in the Peace Corps and working with the World Bank and United Nations Development Program. Mr. Kleiber earned his Bachelor of Science degree from Michigan State University and later went on to obtain his MBA from the University of Washington. He relocated to Australia in 2014.

Gab Sauder joined Capital Link staff as a Health Center Operations and Facilities Planner in December of 2023. In this role, she assists health centers undergoing capital projects, expansion or replacement pre-planning, design development, and activation phases of facility development.
She brings nearly 20 years of experience in health care to this position from a variety of settings such as hospitals, ambulatory care, and mobile healthcare. Her previous roles as a Clinical Nurse Practitioner in an FQHC, Senior Director of Health Center Operations, and Associate Vice President of Clinic and Community Operations provide a unique combination of experience that maximizes the impact to our clients. She has also worked in urban and rural settings, union environments, and with special populations including unhoused patients, substance use disorders, chronic mental health, and pediatrics.
She received her undergraduate and master's degree from the University of Illinois, and her doctorate in nursing from Frontier Nursing University. She is also an advanced practice nurse and a certified Pediatric Nurse Practitioner. She is located in Chicago, Illinois.
Currently, she serves as the Vice Chair of the National Mobile Healthcare Association board and is a co-chair of their Illinois coalition.

Samantha Schmitt joined Capital Link as a Project Consultant in December 2022. In this role, Ms. Schmitt provides technical assistance and advisory services to health centers, assisting with market assessments, forecasting, business plans, and New Markets Tax Credit financing deals.
Before joining Capital Link, Ms. Schmitt consulted Fortune 500 companies on positioning and business development strategies. She also spent six years working in affordable housing and community development, raising capital, identifying innovation opportunities, and building social enterprises to benefit the sector and low-income communities.
Ms. Schmitt received her Bachelor of Science in Business Administration from Northeastern University and her MBA from the University of Oxford. She is located in Capital Link’s Boston office.

Tony Skapinsky joined the staff of Capital Link as a Project Consultant in May 2004. In this capacity, Mr. Skapinsky works directly with health centers by providing a variety of technical assistance, including market assessments, feasibility analyses, financial forecasts, and business plans. Mr. Skapinsky also works with state primary care associations to provide data analysis and program development related to community health center capital projects.
Before Capital Link, Mr. Skapinsky worked for five years as a Business Lender for Cascadia Revolving Fund, a community development financial institution located in Seattle, Washington. Mr. Skapinsky’s background also includes a position as Deputy Director/Program Director with the Alistar Foundation, in which he oversaw several community enterprise development programs in rural Nicaragua. In the late 1980s, Mr. Skapinsky spent several years with the US Peace Corps in Costa Rica as a Cooperative Business Consultant before becoming Program Manager for USAID’s rural community facility grant program in Costa Rica.
Mr. Skapinsky received an MBA from the University of California at Berkeley. He is located in Capital Link's California office.

Paul Amendola, MPH

Paul Amendola, MPH, joined Capital Link in November 2024 as a Data and Health Analytics Services Director. In this role, he leads our data and health analytics product management and initiatives.
Prior to joining Capital Link, Mr. Amendola has worked in the field of global health informatics for over 17 years. Formerly the Executive Director of VecnaCares Charitable Trust, he specializes in using digital data system for measurement, increasing data quality, and developing methodology for successful technology deployments in low-resource settings. He has worked with over 30 national health systems over his career and has previously held positions at various NGOs including the International Rescue Committee, Doctors Without Borders, World Health Organization, and The Millennium Villages Project. The foundation of his work focuses on utilizing patient-level data to optimize the impact of population health metrics.
Mr. Amendola holds a Bachelor of Science in Biology degree from Boston University and a Master of Public Health degree from the University of Wolverhampton in the United Kingdom. He is based in Capital Link's Boston office.

Elina Jakobson joined Capital Link in October 2014. She is responsible for developing reports and systems for Capital Link’s data warehouse. She also assists in various reporting and data needs, working closely with the Finance, Operations, and Data staff.
Before joining Capital Link, Ms. Jakobson worked as an SQL Developer at State Street Bank and Trust Company.
Ms. Jakobson received a Bachelor of Science degree in mathematics and a master’s degree in physical chemistry from St. Petersburg Polytechnic University in St. Petersburg, Russia. She is located in Capital Link's Boston office.

Swetal Patel joined Capital Link in December 2021. She is responsible for preparing financial analyses and reports, maintaining the integrity and accuracy of Capital Link’s database systems and resources, and producing industry trend analyses, reports, and additional briefing documents.
Before joining Capital Link, Ms. Patel was a Health Information Management Specialist at Hallmark Health System where she maintained the accuracy, reliability, and integrity of healthcare data. Preceding Hallmark Health System, she held a data analyst position at a healthcare facility.
Ms. Patel received her Master of Science in Health Informatics from Purdue University. She also earned a Master of Business Administration from Gujarat Technological University, India. She is located in Capital Link's Boston office.
Marketing & Communications
Meredith Obst joined Capital Link in December 2013 as a Marketing & Communications Specialist and was promoted to Marketing & Communications Manager in 2017. In 2019, she was promoted to Director of Marketing & Communications and Senior Director of Marketing, Communications, and HRSA Programs in 2023. In this role, she is responsible for developing the organization's marketing and communications strategies consistent with our mission and overseeing the organization’s National Training and Technical Assistance Cooperative Agreement.
Before joining Capital Link, Ms. Obst worked as a freelance marketing specialist and copywriter. Before that, she was Marketing Manager at the Institute for Healthcare Improvement, a not-for-profit organization focused on improving patient safety and healthcare quality. She has also held marketing and communication positions at Eliza Corporation, Network Health, and Dana-Farber Cancer Institute.
Ms. Obst received a master's degree in health communication from Emerson College and Tufts University School of Medicine. She is located in Capital Link's Boston office.

Natalie Jose joined Capital Link in March 2019. She is responsible for assisting in implementing the organization’s marketing strategies and developing a range of communications to support its mission.
Before joining Capital Link, Ms. Jose worked as a Marketing and Communications Associate and Jr. Graphic Designer for the Boston Catholic Development Services (BCDS) Office at the Archdiocese of Boston in Braintree. Before that, she held positions as a Multimedia Journalist for the Cambridge Chronicle Newspaper as well as Community News Editor for the Saint Albans Messenger Newspaper in Vermont.
Ms. Jose has a Bachelor of Arts degree in Media Studies and Digital Arts with a concentration in Journalism from Saint Michaels College in Vermont. She is located in Capital Link's Boston office.

Timothy Kotowski joined Capital Link in July 2024. He is responsible for Capital Link's communications and writing, working as a consultant and managing deliverables under Capital Link's HRSA grant as a National Training and Technical Assistance Partner (NTTAP). He also identifies new areas for growth and expansion while contributing to business development.
Before joining Capital Link, Mr. Kotowski worked at Making a Way Writing Services, providing informational content to healthcare clients. He has also participated in international study visits to explore different countries' approaches to behavioral health and substance use treatment, his areas of expertise and passion.
Mr. Kotowski holds a Bachelor of Arts in Political Science from Kenyon College and a Master of Health Administration from the University of Cincinnati. He is based in Capital Link's Washington State office.

Lorenda Hanieva joined Capital Link in March 2016 as the Accounting Manager; in 2018 she was promoted to Director of Finance. She is responsible for leading external annual audits, producing accurate financial statements, grants management, maintaining and updating internal financial controls, and overseeing all aspects of the accounting and human resource functions for Capital Link and Community Health Center Capital Fund.
Before joining Capital Link, Ms. Hanieva worked for eight years as a senior financial expert at several leading real estate and asset management firms in the Boston area.
Ms. Hanieva earned her MBA degree, focusing on corporate strategy, from Imperial College London. Ms. Hanieva also has a dual degree in political science and economics from Boston College. She is located in Capital Link’s Boston office.

Chloe Bahnan joined Capital Link in January 2019 as Program Coordinator.
Before joining Capital Link Ms.Bahnan worked as a Credentialing Lead working with Providers and Client Relations at a Staffing Agency. She also was a Client Support Associate for both the Accounting, Finance, and Human Resources Contract Staffing Divisions.
Ms. Bahnan received a Bachelor of Arts degree in Journalism and Public Relations at Suffolk University.
Community Health Center Capital Fund

Brandon Boyle joined the Community Health Center Capital Fund in February 2016. He is responsible for developing and managing Capital Fund’s lending programs, which include capital-raising, underwriting, negotiating, and structuring community health center capital project loans, asset management, and compliance. Additionally, he manages Capital Link’s New Markets Tax Credit GO Zone program and Capital Fund’s tax-exempt bond program for Massachusetts health centers. As director, Mr. Boyle is directly involved in all strategy development for the Capital Fund.
Previously, Mr. Boyle served six years at Root Capital, first as Director of Lending Operations and then as Vice President of Loan Operations. He was responsible for managing an $86 million commercial loan portfolio with over 200 loans for this international loan fund. He also served four years in successive roles at Capital District Community Loan Fund—including Loan Officer, Senior Loan Officer, and Director of Lending—where he gained underwriting and loan management expertise lending to nonprofits and small businesses in the Albany, NY area. Prior experience also includes positions at Massachusetts Housing Partnership and Washington Mutual Bank and two years of service in the Peace Corps in the Kyrgyz Republic.
Mr. Boyle holds an MBA and a Master of Public Administration from the State University of New York at Albany.

Raffaela Fitzpatrick joined the Community Health Center Capital Fund in August 2022. She is responsible for managing Capital Fund’s portfolio of borrowers. Raffaela received a Bachelor of Science degree in Management from Framingham State University in 2017. She is located in Capital Fund’s Boston Office. Previous to her position at Capfund, she wore several hats at the South Middlesex Opportunity Council. In her previous position, Raffaela opened and managed a temporary single adult shelter serving North Worcester MA. In her role as Loan Fund Administrator, she assisted small business owners and entrepreneurs with accessing capital to start or grow their businesses.

Tim Murphy joined Community Health Center Capital Fund as a Portfolio Manager in October 2018 and was promoted to Loan Officer in June 2022. He is primarily responsible for underwriting, risk assessment, and supporting pipeline development as well as new loan origination and closings.
Before joining Capital Fund, Mr. Murphy was an asset manager for a mortgage lender and was responsible for loan servicing transactions, reconciling collateral property financials, and underwriting new investments. Mr. Murphy has worked as an asset manager and analyst for real estate firms in Massachusetts and Texas and has extensive portfolio management and underwriting experience. In previous positions, he has successfully negotiated to bring portfolios to 99% leased and analyzed market conditions to support business development and forecast opportunities.

Will Horan joined the Community Health Center Capital Fund as a Loan Officer in December 2023. Based in Boston, he is primarily responsible for underwriting, risk assessment, and supporting pipeline development as well as new loan origination and closings.
Before Capital Fund, Mr. Horan worked at First Republic Bank and has over 10 years of banking and residential lending experience. He was responsible for managing a loan pipeline, coordinating all aspects of the loan submission including verification of financial requirements, preparation of disclosures, and coordinating with closing attorneys.
Neha Shukla |
Neha Shukla joined the Community Health Center Capital Fund as a Loan Administrator in February 2024. In her role, she assumes primary responsibility for monitoring loan portfolio payments, crafting portfolio performance reports, analyzing annual financial statements of borrowers, and ensuring tracking of loans and grant reporting and compliance.
Before Capital Fund, Ms. Shukla served as a Credit Quality Analyst at Bank of America, where her duties included the meticulous preparation and execution of due diligence for commercial loan files.
She also holds an MBA from Gautam Budh Technical University.
